    as of now APSPDCL considers leading pf as unity power factor and therefore lead is advantageous. But if all the consumers do not switch off capacitors when load is not there merely to get tariff benefit then EB will introduce lead as lead metering in which case lead will pull down your pf similar to lag and kvah will be greater than kwh. 0.99 pf is quite good. Do not think of over compensation.  Are your loads fixed or varying?

    power factor improvement is done to reduce losses upstream. What if the compensating equipment consumes many times more energy than it saves upstream? Are there standards fixing the wattloss/kvar of compensating equipment?
