electrical problem

My wife and I live in Brea, California.  Q: Is it possible for someone to tamper with
the electrical wiring of an apartment/home and cause the occupants to have
severe headaches and dizziness from a humming noise in the walls? The “noise”
begins at at 11 p.m. at night and continues ‘til morning. We feel like we are
in a microwave oven.

A friend of ours came over one night and she developed a bad
headache and neck pain.  She left after
½ hour and feels we should contact the police or move, it’s that bad. In the
morning the electrical humming noise in the wall subsides and we usually feel
better. We also feel better if we leave our apartment. Moving is not an option.

Any ideas?
