I have been using the airplane outlet that the cleaners use to vacuum, for charging my computer. This is different from the outlets provided to passengers built into the seats on some aircraft configurations.

Someone had told me that this can harm the battery in my computer. I looked at the plug type and the voltage is fine but the Frequency is 400 Hz and my computer charger displays a range of 50-60 Hz.

Will this harm any component of the computer or charger?

As your charger is 50-60Hz it is very likely that you will permanently damage your power supply, battery or even you computer.

It might work for some time but I guarantee you that some component will overheat and burn.

Why is the 400 Hz outlets permit to plug 60 Hz equipement?
